Decreto flussi
Also known as: quota decree, entry quotas
The decreto flussi is the prime-ministerial decree that fixes how many non-EU nationals may be admitted to Italy each year for employed, seasonal and self-employed work. Art. 3, comma 4 of the immigration consolidated act requires it by 30 November of the preceding year, and self-employment visas are issued within those numerical limits.1
What this means for you
If you are non-EU and still abroad, a self-employment visa means a quota slot plus the art. 26 conditions — adequate resources, the qualifications the activity requires, and the ministries' nulla osta; the consulate then decides within 120 days. If you already hold a permit that allows lavoro autonomo, the quota is not your route.
